Privacy policy for the national portal for reporting concern

The portal at https://bekymringsmelding.fiks.ks.no/ is developed for Norwegian municipalities by the Norwegian Association of Local and Regional Authorities (KS) and the Directorate for Children, Youth and Family Affairs (Bufdir). Through this service, you can submit a digital report of concern to child welfare services.

In order to use the service, you must provide certain personal data, such as your name and contact information. Do not worry – you can trust us to make sure your personal data is safe and secure. Regulations and the legal basis for the processing of personal data

By law, we are responsible for making sure all information collected and processed through the reporting portal is sufficiently protected. The processing of personal data is subject to regulation by several different laws:

  • The Personal Data Act and the European General Data Protection Regulation (GDPR) 1 regulate which types of personal data the municipality and KS can process and how we manage these data.
  • The municipality is authorised to process information, including personal data, included in reports of concern submitted to child welfare services, cf. Section 2-1, paragaph two of the Child Welfare Act.2
  • In addition to privacy and data protection laws, other legislation also provides requirements for how to protect personal data, such as the Regulations relating to electronic communication with and within public administration. 3

The municipality is the data controller

The municipality to which you submit your report of concern is responsible for the processing of your personal data.

The municipality’s data protection officer can help you

All municipalities have appointed a dedicated data protection officer. The data protection officer can help you if you have questions about data access, rectification, erasure or portability. You can find the contact information for your municipality’s data protection officer on the municipality’s website.

Personal data will be made available to child welfare services only

The personal data collected and processed in connection with the reporting portal will not be made available to anyone else, except the relevant child welfare service office in the municipality in question.
